Facilitating Access to the Dominican Civil Registry for Descendants of Mixed Couples: Protocol for Legal Accompaniment

OBMICA presents this protocol, which compiles lessons learned over the three years of implementation of the Mixed Couples Project, carried out together with MUDHA and supported by the European Union. It serves as a tool for legal accompaniment for those affected by the under-registration of children born to couples composed of one foreign and one Dominican parent.

Facilitating Access to the Dominican Civil Registry for Descendants of Mixed Couples: Protocol for Legal Accompaniment is intended as a practical reference for organizations and community leaders who support identity documentation initiatives and often encounter mixed couples and their families, as well as other profiles of undocumented and therefore vulnerable people who may benefit from this information.

Through this tool, OBMICA hopes to contribute to the prevention of under-registration of births of children of mixed couples and to avoid their mistaken inscription in the foreigners' registry or other procedures that should not apply to them. Although clear answers are not always available for every issue or procedure addressed, the protocol seeks to use these identified inconsistencies as a basis for dialogue, clarification, and the construction of practical responses.
