In December 2017, the Friedrich Ebert Stiftung Foundation (FES) and OBMICA launched a publication entitled: "Haitian Labor Migration to the Dominican Republic: Reality, Challenges and Proposals toward More Effective Governance."

This text outlines the main challenges posed by the implementation of the PNRE, highlighting the need to agree on a way forward that ensures permanent residence regularization for most of the population that applied to that plan. Bridget Wooding presented the text and Wilfredo Lozano served as commentator at the discussion and launch event held at the FES office. Representatives from the central government, Congress, international organizations, the media, academia, concerned civil society organizations, and labor unions took part.

It is expected that the document will serve as an input once the Protocol detailing the requirements and procedures established by the DGM for obtaining the respective migratory categories is made public.

It is also expected that, by recognizing the difficulties in implementing the Migration Law Regulations since 2011, the authorities will devote themselves to holding sustained dialogue with migrants, their representative organizations, and rights defenders, with a view to finding solutions aimed at achieving the successful completion of the PNRE.
